If I'm not mistaken, this bird is more properly identified as a Gymnogene, Polyboroides typus.
The African harrier-hawk (Polyboroides typus) is a medium-sized bird of prey with a naked face, broad wings, and a white-banded tail. It is related to the harriers and breeds in most of Africa south of the Sahara.
